Job Description
We are seeking a highly skilled, dynamic, and leadership-driven FOC Manager to oversee the planning, deployment, and maintenance of our fiber optic network infrastructure.
In this role, you will be responsible for end-to-end project execution, ensuring high-quality standards, timely delivery, and budget efficiency for both Inside Plant (ISP) and Outside Plant (OSP) networks. You will lead cross-functional teams and manage external vendors to support our network expansion.
Key Responsibilities
Project & Operations Management: Lead, plan, and oversee all phases of fiber optic projects, including site surveys, network design, cable pulling, splicing, testing, and final commissioning.
Team & Vendor Leadership: Coordinate internal engineering teams and manage subcontractors/vendors to ensure all deliverables align with the agreed SLA (Service Level Agreement) and KPIs.
Quality Assurance & Safety: Ensure all field installations comply with telecommunication engineering standards and strict HSE (Health, Safety, and Environment) regulations.
Budget & Resource Control: Prepare, monitor, and control project budgets (including BoQ and BoM) to optimize resource allocation and prevent cost overruns.
Stakeholder & Permit Management: Coordinate with local authorities, landowners, and utility companies to secure Right of Way (ROW) and necessary deployment permits.
Reporting & Analytics: Evaluate network performance using test data (OTDR, Power Meter), troubleshoot complex field issues, and present regular progress reports to executive leadership.
Requirements & Qualifications
Bachelor’s Degree in Telecommunication Engineering, Electrical Engineering, Information Technology, or a related field.
Minimum of [e.g., 5 years] of experience in the fiber optic industry, with at least [e.g., 2–3 years] in a managerial or supervisory role.
Strong technical expertise in OSP/ISP infrastructure, FTTH/FTTX network architecture, splicing techniques, and passive/active network components.
Proficient in reading and analyzing technical documents, including As-Built Drawings, AutoCAD, Google Earth, and OTDR/Optical Power Meter test results.
Exceptional leadership, problem-solving, negotiation, and communication skills, with a proven track record of handling high-pressure field situations.
Professional certifications (such as PMP or specialized Fiber Optic certifications) are highly preferred.
